Human Resources Analyst

Position Summary

Clackamas County’s Department of Employee Services is looking to add an experienced Human Resources (HR) Analyst to its professional and customer service-oriented team. Analysts provide generalist services to a diverse workforce of 1,800 employees. HR Analysts perform a mixture of professional, technical and administrative duties in areas of: compensation, job classification analysis, employee relations, labor relations, recruitment and selection, training and development, diversity and Human Resource Information Systems (HRIS). Our HR Analysts work under the supervision of a team of HR Managers that oversee these different functional areas.

HR Analysts have a generalist work portfolio with project assignments in all of the following areas:

Recruitment and Selection: Collaborates with county managers to develop valid recruitment and selection strategies and materials. Develops outreach recruitment strategies, interview questions and other selection tests, including a competency based model. Establishes screening guidelines and reviews applications. Conducts panel interviews and written tests. Evaluates process for adverse impact and compliance with affirmative action goals. Advises hiring managers. Performs outreach to attract a quality, diverse applicant pool. Answers questions from applicants.

Training: Researches, develops, administers and conducts county-wide training programs for employees to help them enhance their skills and develop their careers. Facilitates meetings and team development sessions. Works collaboratively to evaluate, propose and implement changes to training courses and programs as part of ongoing continuous improvement.

Classification and Compensation: Analyzes positions, classifications and internal relationships through questionnaires and interviews. Prepares and revises classification documents. Conducts salary surveys and recommends salary grade adjustments. Provides advice, information and recommendations to management, elected officials and employees.

HRIS: Uses HRIS and reporting tools in conjunction with other computer tools to provide analysis, costing and employee statistics reports and documents. Uses HRIS as primary tool for coordinating recruitment activities and applicants.

Employee/Labor Relations: Assists HR Managers and management’s Chief Negotiator with taking notesat labor contract negotiating sessions, drafting collective bargaining language and performing research and costing activities. Prepares exhibits for fact-finding and interest arbitration hearings. Researches and resolves grievances. Researches and prepares draft personnel policies and procedures and assists with the development of new personnel programs. Provides assistance on employment related issues to department managers, elected officials, employees, applicants and the public.

Diversity: Assists in diversity efforts, outreach, training, and current initiatives designed to reach and maintain a diverse workforce/workplace.

Please note: The work schedule for this position is 40 hours Monday through Thursday, usually 7AM to 6PM.

 
Requirements

Candidates must have recent professional HR analyst level experience, performing hands-on analysis and project work in a variety of functional HR areas. Candidates must be interested in performing as a Human Resources Generalist with a mix of HR projects including: recruitment, classification reviews, salary studies, HRIS query and research, employee relations and policy development, diversity programs and training projects.

Most competitive candidates will have intermediate level skills with Microsoft Office Suite orequivalent and demonstrated experience and skills in the use of HRIS systems and query tools. Our HR Analysts use PeopleSoft HRIS on a daily basis in performing projects. We are seeking candidates with prior experience in the field of HR, specifically with experience performing classification and compensation analysis and other generalist HR work including recruitment and selection, employee relations, and training and development. Candidates should possess strong analytical skills and have an attention to detail. We are seeking individuals with excellent analysis and communication skills, a commitment to customer service and interest in working in a team environment.
