| Position Summary |
POSITION SUMMARY
The Senior Payroll/HRIS Specialist position is responsible for overseeing NWEA’s payroll and timekeeping processes and systems as well as the HR Information System.
Payroll and Time Management
- Prepare and process semi-monthly, multi-state payroll including the calculation of wages, overtime and deductions. Process manual checks and administer ad hoc payroll adjustments as well as garnishments and other wage attachments in accordance with federal and state laws. Research and resolve payroll issues and ensure payroll processing and check distribution is completed on time
- Accurately manage the time management system and tracking of hours (Paid Time Off, Over-time, FMLA, etc.)
- Keep abreast of state and federal requirements and general best practices related to payroll and time management and ensure compliance with various employment laws
- Act as a liaison to the Finance and Risk/Audit teams on a myriad of issues including general ledger reporting as it relates to payroll and benefits and workers compensation rates and audits
- Assess needs, evaluate processes and make recommendations for changes/enhancements to processes and applications related to payroll, time management and online benefits
- Respond to queries and communicate guidelines and procedures to stakeholders
- Responsible for maintaining the security of payroll and time management systems and ensuring end users are designated appropriate access levels
Human Resource Information System
- Manage and administer all aspects of the HR Information System. Assess functionality, recommend changes and/or enhancements; conduct testing, implement changes and document procedures
- Serve as the first tier source in addressing system problems, upgrades, changes and enhancements
- Monitor personnel change processes and conduct random audits to ensure employee data is accurately reflected in the HR Information System and is secure
Reporting
- Oversee the collecting of audit information and serve as primary contact for payroll, benefit and HRIS related audit processes as well as tax payment reconciliations
- Create and provide routine as well as custom reports for Executives, HR, Finance, and other teams, utilizing advanced report writing application
- Prepare benefit invoices for payment and update employee benefit information with vendors including COBRA reconciliation and notification
Leadership
§ Provide functional expertise and leadership to key stakeholders and HR partners by creating collaborative relationships and through effective communication and decision making processes.

| Requirements |
Knowledge, Skills and Abilities
- Proficient in the application of payroll, time management and HR Information systems
- Solid understanding of payroll administration and tax implications; knowledge of HR practices, benefits, compensation and payroll and employment laws
- Able to analyze complex information and work with a high level of accuracy and attention to detail. Able to see the big picture and apply a systems thinking approach
- Creative approach to problem solving. High level of flexibility and tolerance for ambiguity
- Proficient in Microsoft Office including Outlook, Word, Excel, and PowerPoint
- Ability to work independently as well work collaboratively within a team
- Excellent listening, verbal and written communication skills
- Exceptional skills in partnering with clients/staff and in developing and maintaining effective long-term relationships
Education and Experience
- Bachelor’s degree in Business, Finance, Accounting or Human Resources. Equivalent combination of education and experience will be considered in lieu of a degree
- Minimum five years experience managing payroll, time management and HR information systems. Experience using Ultipro required
- One to three years experience managing people preferred
- Certified Payroll Professional (CPP) required, CEBS or PHR designation a plus
